Orange Fluff

3 cups water
1 3-ounce package orange Jello
1 3-ounce package vanilla pudding (cooked kind)
1 3-ounce package tapioca pudding (cooked kind)
1 large can mandarin oranges (well drained) - Save a few for garnish
1 8-ounce container Cool whip thawed

Bring the water to a boil, gradually add the gelatin and the two puddings while stirring constantly. Bring mixture back to a boil; boil for 2 minutes stirring constantly. Set aside to cool. When cool add oranges and Cool whip and fold together. Refrigerate several hours or overnight. Serve cold.
